At the request of the governor of a state concerned, the president can declare a disaster or major emergency if an event is beyond the combined capabilities of the response of state, tribal and territorial governments. Among other things, this declaration allows federal aid is directed and mobilized in support of the efforts of state, tribal and judicial response. Under act of Stafford, the president may also declare an emergency government without a request if the primary responsibility of the answer rests with the federal government because the emergency involves an issue for which the United States exercising exclusive authority and responsibility.
